Chad media regulation and modernization
Overview
The Haute Autorité des Médias et de l’Audiovisuel (HAMA) in Chad has undertaken several initiatives to modernize and regulate the national media landscape.
In late September 2026, HAMA received a donation of technical equipment through the European Union-funded Support Project for Parliament and Electoral Processes (PAPPE). This equipment, implemented by the European Centre for Electoral Support (ECES), includes computers, specialized audiovisual tracking tools, IT infrastructure, Starlink systems, and power backup solutions to assist in monitoring traditional and digital media.
Following this technical upgrade, HAMA held a dialogue session in N’Djamena with media professionals to normalize relations between the regulator and the press. During this session, President Halimé Assadya Ali outlined a 2026-2028 strategic plan featuring the resumption of press card issuance, the launch of a Maison de la Presse, and revalued public press aid. To maintain sector stability, HAMA has also implemented a temporary freeze on the creation of new online media outlets while addressing challenges related to artificial intelligence and professional ethics.
