Overview
The Enforcement Directorate (ED) is investigating a recruitment scam involving the Chhattisgarh Public Service Commission (CGPSC) regarding the 2020 and 2021 state service examinations. The investigation focuses on allegations of paper leaks, bribery, and money laundering under the Prevention of Money Laundering Act (PMLA).
Initial enforcement actions included raids across five locations in Chhattisgarh, resulting in the detention of Utkarsh Chandrakar. Investigators alleged that individuals amassed over Rs 3 crore by promising leaked question papers to aspirants for senior positions such as Deputy Collector and Deputy Superintendent of Police.
The investigation expanded to include Chetan Borgharia, a former Officer on Special Duty in the Chhattisgarh Chief Minister’s Office and current additional collector in Balrampur-Ramanujganj. Borgharia was arrested and granted six days of ED custody after financial scrutiny revealed his bank accounts received approximately 6.66 million rupees through 170 separate transactions. Authorities allege his position was used to facilitate a network that accepted bribes exceeding 30 million rupees to ensure fraudulent selections.
