Child exploitation and abuse investigations in Brazil
Overview
Brazilian authorities have conducted multiple operations targeting various forms of child exploitation and abuse. In September, the Mato Grosso do Sul Civil Police launched ‘Operação Lívia’ to investigate a digital network that uses psychological pressure to coerce children and adolescents into committing crimes against animals. This investigation follows the suicide of a 13-year-old girl during a Discord live stream, an incident that led the National Data Protection Authority to suspend Discord live streams in Brazil in August. By October, law enforcement expanded its focus to include international and local sexual abuse cases. In a coordinated effort with Interpol, police arrested a pastor and a programmer suspected of involvement in a global network of over 250 members trading child sexual abuse imagery across Europe, Asia, and Latin America. In Rio das Pedras, a grandmother and her son were arrested for the sexual abuse of minors, with allegations that the grandmother facilitated the abuse of her grandchildren for financial gain. In October 2026, police operations continued with further arrests. In an Interpol-supported investigation, a man and a programmer were apprehended in São José do Rio Preto and Santa Fé do Sul for allegedly participating in a global group that sold child sexual abuse content for amounts reaching R$ 100,000. Authorities estimate the network includes more than 250 individuals and utilized approximately 60 GB of digital files to identify regional participants. A prison warden in Votuporanga is also under investigation. Other local cases included the arrest of a 50-year-old man in Rio Branco for the alleged abuse of two siblings by a trusted family friend, and the arrest of a 20-year-old man in São Paulo after a 14-year-old girl signaled for help in a public square.
