Chilean scientific research funding controversies

Chile is experiencing significant controversy regarding research funding and scientific policy reforms. The Ministry of Science, Technology, Knowledge and Innovation proposed changes to the 2027 Fondecyt Postdoctoral grant criteria, aiming to direct up to 70% of resources toward ten priority areas such as mining, artificial intelligence, and cybersecurity. These reforms also include restricting applications to Chilean citizens or permanent residents.

Scientific societies and former officials have criticized these moves, arguing they undermine academic excellence and disciplinary diversity by prioritizing ‘hard’ sciences over the humanities and social sciences. Critics also noted a lack of consultation with academic stakeholders like the Council of Rectors and Rectors (CRUCH). Regarding the 2026 Fondecyt Postdoctoral contest, new regulations require permanent residency for applicants. Critics argue this could hinder scientific development by limiting the knowledge transfer and global networks provided by international researchers, particularly in fields like astronomy. While the National Agency for Research and Development (ANID) may direct 70% of awards to priority areas, regulations guarantee that at least 30% will be reserved for non-priority projects. Proponents suggest social sciences can still contribute to priority challenges like climate change and public policy.

Furthering the tension, the General Secretariat of Government terminated an agreement to finance the Fund for Studies on Pluralism in the National Information System. While the Ministry of Science suggested funding might remain, researchers have expressed concern that the suspension threatens essential studies needed to address disinformation and shifting media models.
