China rare earth export restrictions and global supply chain

Overview

China’s dominance in the rare earth elements market is driving significant shifts in global manufacturing and supply chain strategies. Due to heavy historical investment in processing technology, China maintains a highly efficient supply chain for components used in electronics, military systems, and electric motors.

As geopolitical tensions between China and the United States escalate, China has implemented export controls on certain materials. These restrictions have begun to impact global data center operations, with the IEEE warning of supply decreases for essential IT equipment materials. Specifically, exports of yttrium—used in LED lighting, displays, and lasers—have reportedly dropped by approximately 75 percent compared to 2025 levels. Tightening regulations also affect erbium, a component for fiber-optic network amplifiers.

In response to these disruptions and the halting of shipments to the U.S. by some Chinese suppliers, global companies are moving toward regionalization and supplier diversification to increase resilience. To reduce dependency, the United States Department of Defense has allocated $750 million to secure rare earth metal supplies for magnets through a production facility in Brazil.

Recent data indicates further volatility in the supply of critical components. In August, Chinese exports of rare earth magnets to the United States fell by 21 percent, dropping to 512 tonnes from July levels. This decline occurs ahead of a scheduled meeting in Washington, D.C., between Chinese leader Xi Jinping and U.S. President Donald Trump to discuss trade and artificial intelligence. The fluctuations highlight Beijing’s leverage as a current U.S.-China trade truce, which includes commitments from Beijing to maintain critical mineral flows through export licenses, approaches its expiration in November.
