Ciroyom Market revitalization dispute in Bandung

Overview

The revitalization of Ciroyom Market in Bandung, managed by Perumda Pasar Juara, has become a point of contention between local authorities and traders.

Perumda Pasar Juara initiated the project to improve safety standards, noting that an audit found electrical installations were only 27 percent compliant. The agency planned 1,045 trading spaces, offering existing traders a base price of Rp12 million per square meter, while new traders would face rates of Rp23 million per square meter for a 20-year period. The agency maintains it holds legal authority over the assets via official handover documents and a Building Use Right certificate.

However, Ono Surono, Vice Chairman of the West Java DPRD, has called for a moratorium on the project following meetings with the Bandung City Alliance of Market Traders (APPSINDO). Surono cited disputes over land rights and significant price hikes, reporting that costs allegedly rose from Rp12 million to as high as Rp35 million per square meter. Concerns were also raised regarding the financial pressure on small traders and allegations of criminal activity involving a Perumda official. The West Java DPRD intends to summon the Mayor of Bandung to address these issues.
