Venezuela debt restructuring advances

Overview

On 24 June the interim government, led by President Delcy Rodríguez, formally acknowledged an external debt of roughly $240 billion—well above market estimates—and reiterated its aim to complete a restructuring before year‑end to restore dollar‑denominated market access. The package still comprises sovereign and PDVSA bonds (~$60 billion), about $40 billion of accrued interest and a range of claims from oil firms, suppliers, ex‑propriation cases and loans from China, Russia and multilateral banks.

Centerview Partners is preparing a debt‑sustainability roadmap for early July, together with a macro‑economic framework that will show GDP contracted to about $100 billion, down from $370 billion in 2012, keeping the debt‑to‑GDP ratio above 200 %. The IMF is not a formal signatory to the analysis but continues technical contacts after relations resumed in April; opposition groups note the lack of an IMF‑signed plan.

In parallel, the Inter‑American Development Bank restored formal relations with Venezuela and recognized new governor Calixto José Ortega Sánchez, though Venezuela still owes roughly $2.5 billion to the IDB. U.S. Treasury Secretary Scott Bessent said the “new Venezuela will bill in dollars,” signalling U.S. support for re‑integration.

Investors remain cautious, doubting a definitive settlement before 2027, but the government’s public‑debt acknowledgment, the planned sustainability plan and ongoing reforms keep the restructuring process active.
