Ciudad Juárez urban security, infrastructure, and utility-st
Overview
Authorities and residents in Ciudad Juárez continue to address public security, urban management, and infrastructure concerns. Municipal officials are reviewing the removal of neighborhood security gates to improve mobility, while residents in areas like Juárez Nuevo, Universidad, and Solidaridad have requested improved policing, street repairs, and the canalization of local streams to prevent flooding.
As the deadline for the 2027 Participatory Budget approaches on October 30, residents have until then to submit proposals for the projected 432.5 million pesos allocated for infrastructure and social projects.
Recent weather events have introduced new challenges to urban stability. A severe electrical storm caused power failures at 32 water wells, disrupting the potable water supply across several neighborhoods. Paola Moreno, Director of Operations for the Junta de Agua y Saneamiento de Juárez (JMAS), stated that while 180 wells remain operational, specialized teams are working to restore power once the Federal Electricity Commission (CFE) stabilizes the grid.
In response to ongoing environmental risks, JMAS official Alberto Paredes participated in a binational meeting with the International Boundary and Water Commission (CILA) to coordinate responses to Rio Bravo overflows. Additionally, residents of the Solidaridad and Universidad neighborhoods have approached political figure Marco Bonilla to request the canalization of a local stream to mitigate flooding and health risks during rainy seasons. Amidst these utility disruptions, Mayor Héctor Rafael Ortiz Orpinel noted recent municipal advancements in transparency, citing the city’s recognition at the 2026 ALMA International Awards.
To address urban maintenance, the municipal government has launched the ‘Juárez Amanece Limpio’ program. This initiative has reached 90 neighborhoods, removing more than 16,000 tons of waste, including debris, soil, and approximately 38,000 tires, to improve public spaces and drainage systems. Public works officials have also acknowledged the long-term necessity for significant investment in storm drainage infrastructure to mitigate recurring flooding.
