Civil defense response to extreme weather in Rio Grande do S

In response to extreme weather events and heavy rain, civil defense efforts have been scaled up in the state of Rio Grande do Sul. In Porto Alegre, the municipal Defense Civil expanded its workforce by hiring 50 temporary technical-operational agents to bolster prevention, monitoring, and emergency response capabilities.

Following these local measures, the National Civil Defense Secretariat (Sedec) deployed a technical team to the southern region of the state. Establishing operational bases in Pelotas and Jaguarão, the national team is working to provide guidance to municipalities and assist residents with federal registration processes related to climate patterns such as El Niño.

Recent developments indicate that severe weather has caused widespread disruption, including flooded roads and power outages affecting thousands. Municipalities such as Capão do Leão and São José do Norte have issued emergency declarations. To prepare for potential increased rainfall through 2027, emergency responders from Rio Grande do Sul, Paraná, and Santa Catarina have conducted joint rescue training in the Iguaçu River rapids.

Water security has also emerged as a critical issue. In Santo Antônio da Patrulha, crews have worked to restore water flow for 65% of the municipality, while authorities in São Mateus are monitoring salt intrusion in the Cricaré River. These events align with findings from the Climate Observatory, which notes that approximately 80% of Brazilian municipalities are vulnerable to geo-hydrological disasters, including landslides and floods.
