Clandestine grave reporting and discovery in Mexico

Overview

Reports regarding clandestine graves in Mexico have highlighted significant discrepancies between different monitoring bodies. Data from the Plataforma Ciudadana de Fosas indicated that 651 graves were documented across 16 states in 2025, with Sonora, Chihuahua, Baja California Sur, and Jalisco recording the highest numbers. However, the Federal Attorney General’s Office (FGR) reported only 32 graves across six states, omitting several regions where state authorities and media had identified findings.

In Coahuila, the search collective Grupo Vida Laguna discovered 13 clandestine graves containing human remains in the Salitrillo Dunes near Viesca. Searchers recovered various skeletal fragments and orthodontic devices. Forensic identification efforts are facing challenges due to the calcination of many remains, which may limit the availability of genetic material for DNA testing. Investigators are looking to dental records and other physical evidence to identify the victims.

Recent investigations by Data Cívica, Artículo 19, and the Universidad Iberoamericana Human Rights Program suggest the reporting gap may stem from differences in information sources and a lack of clarity regarding how state records are integrated into federal data, rather than deliberate concealment. Researchers noted that eleven states failed to provide useful public information, hindering the ability to fully document the scale of the crisis. Notably, Sonora, Chihuahua, Baja California Sur, and Sinaloa—which together accounted for 410 findings—were absent from the FGR’s reported list.
