Coahuila legislative seat dispute

A legal dispute in the Coahuila Congress regarding the seat of a state deputy has progressed through two levels of judicial review. The conflict began after the Governing Board of the Coahuila Congress determined that Labor Party representative Antonio ‘Tony’ Flores Guerra had accumulated four consecutive unjustified absences due to reelection campaign activities.

Initially, the Electoral Tribunal of Coahuila ruled unanimously that Fernando Rodríguez González must be guaranteed his seat, requiring Flores Guerra to vacate his position for the remainder of the current Permanent Deputation period. The tribunal noted that Rodríguez González’s ability to exercise his role had been restricted, including the suspension of his salary and benefits.

Subsequently, the Monterrey Regional Chamber of the Federal Electoral Tribunal issued a ruling clarifying the timeframe for this transition. The regional chamber found that the previous decision failed to specify an exact period for the substitution. It ordered that Flores Guerra be removed for the next two months, requiring the Coahuila Congress to reinstate Rodríguez González as the substitute deputy for the ordinary session period covering September and October.
