CODHEM investigation of Santiaguito prison
Overview
The Human Rights Commission of the State of Mexico (CODHEM) conducted an inspection of the Almoloya de Juárez Penitentiary and Social Reintegration Center, known as ‘Santiaguito’. The investigation followed reports of alleged irregular charges within the facility.
During the initial inspection, officials reviewed entry areas, visitor registration, food and hygiene inspections, and visitation spaces. CODHEM also interviewed family members regarding security filters. The commission has requested precautionary measures to protect visitor rights and ensure a safe environment for the prison population while evaluating findings for potential human rights violations.
From September 30 to October 2, CODHEM expanded its involvement by acting as an observer during security inspection operations conducted by the penitentiary tactical group and the National Guard. CODHEM President Víctor Leopoldo Delgado Pérez personally observed these activities to ensure the dignity and integrity of incarcerated individuals were respected. Oversight efforts included special attention to female areas, specifically focusing on the protection of women and their children residing within the center, supported by the Specialized Visiting Office for the Attention of Persons Deprived of Liberty.
