Colima educational fund audit irregularities

The Auditoría Superior de la Federación (ASF) identified irregularities regarding the use of approximately 25.1 million pesos from the Fondo de Aportaciones para la Nómina Educativa y Gasto Operativo (FONE) in Colima, Mexico, during the 2025 fiscal year.

The audit reported several discrepancies, including 19.3 million pesos paid to 32 teachers for activities related to the Sindicato Nacional de Trabajadores de la Educación (SNTE), which is prohibited under previous reforms. Other findings included 1.7 million pesos paid to five education workers in elected positions without proof of performing educational duties, and 1.45 million pesos paid to 20 deceased workers. The ASF also noted payments made to employees after dismissal and the use of canceled tax receipts.

Colima Governor Indira Vizcaíno Silva responded to the audit, stating that the flagged amount represents only 0.29% of the total 11 billion pesos in federal resources sampled. She clarified that the disputed funds involve school supervision and inspections, where auditors could not physically locate supervisors, and payments made to the heirs of deceased workers. The Governor stated that the state will provide logs and schedules to prove supervisors were conducting field inspections and noted that payments to heirs involve earned salaries, bonuses, and union benefits.
