Colombia health debt crisis deepens, rescue plan

By late July 2026 the fiscal strain on Colombia’s public‑health network intensified. Regional authorities in Valle del Cauca earmarked several billion pesos to clear unpaid wages and other liabilities at hospitals in Roldanillo, Sevilla and Zarzal, a move that coincided with street protests by health‑workers demanding timely salaries. Health‑worker groups say EPSs still owe more than 18 billion pesos, contributing to service closures and patient displacement.

In Antioquia, 17 public hospitals suspended ambulatory care for Coosalud affiliates because the insurer’s debt is roughly 300 billion pesos, threatening medication supplies, staff wages and supplier payments. Emergency and inpatient services remain open, but thousands of users face delayed outpatient treatment.

Cundinamarca’s governor announced a 120 billion‑peso investment to build Hospital El Salvador in Ubaté, which will double the region’s specialty capacity and add intensive‑care beds. Labor unions and the Metrosalud network continue to warn of staff shortages, drug and equipment stockouts, and the risk of liquidation for public providers.

Amid the growing crisis, the newly elected government of President Abelardo de La Espriella launched a 90‑day rescue strategy targeting the Cauca department, where patients face medication shortages, postponed surgeries and long queues at EPS offices such as Nueva EPS, Asmet Salud and Emssanar. The plan earmarks up to 10 trillion pesos to stabilise health‑system finances, secure drug supplies and restore services, with newly appointed health minister Ana María Vesga overseeing implementation. The initiative aims to halt complaints, protect patient rights and rebuild confidence among providers and users across the country.
