Colombia JEP Operation Orion and FARC investigations

Overview

The Special Jurisdiction for Peace (JEP) in Colombia has issued imputations for war crimes and crimes against humanity against various former military, police, and guerrilla figures.

Initial proceedings focused on 12 former members of the Colombian Army and Police regarding actions during Operation Orion in Medellín’s Comuna 13 between 2001 and 2004. Among those charged is retired General Mario Montoya, who is accused of responsibility through improper omission. The investigation into these public forces involves alleged cooperation with paramilitary structures and documented acts of murder, torture, sexual violence, and forced disappearance affecting 891 victims.

Subsequent developments expanded the scope of imputations to include 11 former commanders of the defunct FARC-EP Magdalena Medio and Caribe blocks. High-profile figures such as former FARC Secretariat members Rodrigo Londoño and Pastor Lisandro Alape Lascarro face charges including homicide, forced displacement, and intentional attacks against civilian populations, including the destruction of hospitals and schools.
