Colombia National Protection Unit security disputes

The National Protection Unit (UNP) in Colombia has faced legal and public scrutiny regarding the management of security details for high-risk individuals.

In August 2026, the Administrative Tribunal of Cundinamarca ordered the UNP to transitively restore the security detail for Angie Rodríguez, a former manager of the Adaptation Fund. The order was issued following legal action after Rodríguez left her position amid allegations of government irregularities. The tribunal mandated that the UNP maintain her previous protection scheme while conducting a new security study.

By September 2026, activist Levy Rincón denounced the UNP for suspending his security detail, including a vehicle and two bodyguards. Rincón alleged that an expedited risk assessment ordered by UNP Director Didier Blanco ignored a prior evaluation that classified his risk level as “extraordinary” due to past assassination attempts. Rincón held several officials responsible for his safety and accused the National Police Director General of a campaign of persecution.

Concurrently, a UNP protection services contract valued at over 78 billion pesos has come under scrutiny. While political figures have raised questions regarding the exclusion of certain geographic zones from the contract, records show a court in Pereira had already ordered a temporary suspension of the process in July via a legal filing by a UNP bodyguard.
