Colombia traffic enforcement camera regulation

In Valledupar, the Municipal Transit Secretariat activated its first three electronic traffic violation detection cameras. The system began with a two-week adaptation period where drivers received “pedagogical citations” requiring educational courses instead of immediate financial penalties. Following this period, the system was scheduled to issue fines for infractions such as running red lights or stop signs.

Concurrently, the Colombian government ordered a nationwide review of these automated enforcement systems, known as ‘fotomultas’. Following instructions from President Abelardo De La Espriella, the Ministry of Transport and other agencies will investigate whether the cameras comply with technical and legal standards. The review seeks to ensure the devices are used for road safety rather than as “primary revenue-generating tools for municipalities,” following previous findings of irregularities and potentially invalid citations in various transit agencies.

Minister of Transport Elsa Noguera has confirmed that this comprehensive review will specifically evaluate technical and legal support, signaling, speed limits, and camera calibration. The Ministry of Transport will coordinate the initiative alongside the National Road Safety Agency and the Superintendency of Transport. The government intends to reform installation, operation, and notification criteria to ensure these systems prioritize accident prevention and life-saving measures over municipal revenue generation.

As surveillance expands, the Bogotá District Secretariat of Mobility is installing 18 new photodetector cameras on the NQS, Las Américas, and El Dorado avenues, with fines scheduled to begin on September 12. This expansion has drawn criticism from Interior Minister Rodrigo Lara, who described the move as an “infamous business.” Meanwhile, in Boyacá, the regional government and the Ministry of the Interior are investing 16.2 billion pesos to install 121 license plate recognition cameras, a project expected to be operational by January 2027 under National Police operation.
