Colombian government Icetex loan relief
Overview
The Colombian government has implemented financial relief measures for Icetex student loan beneficiaries to mitigate the impact of interest rates.
Initially, the government announced a temporary reduction in interest rates for approximately 64,000 students, supported by 49.33 billion pesos. Under this measure, qualifying students would pay an interest rate equal to the Consumer Price Index (CPI) plus zero points. Icetex President Richard Caicedo noted the initiative aimed to improve credit conditions following a suspension of previous interest rate subsidies.
Subsequently, the Ministry of National Education expanded the scope of relief, announcing a total of approximately 62 billion pesos to assist more than 173,000 beneficiaries. This expanded plan includes 52 billion pesos to mitigate interest rate impacts for an estimated 170,000 students who had lost subsidy coverage. Additionally, the government introduced specific support for 3,827 teachers and educational directors in postgraduate training affected by an earthquake. For this group, the relief includes a 12-month suspension of loan payments without new interest accrual and the exoneration of pending interest balances.
More recently, the government announced a temporary interest rate subsidy for approximately 235,000 Icetex beneficiaries, supported by an investment exceeding 100,000 million pesos. This measure reduces interest rates to match the CPI plus zero points for the duration of the available funds. The initiative targets 64,904 students in their academic studies phase and approximately 170,000 users in the amortization phase. To qualify, users must be up to date with obligations or have a delinquency period not exceeding 30 days, with priority given to those in conditions of greater vulnerability. Officials clarified this is not debt forgiveness; the principal remains unchanged, and rates will revert to original terms—typically CPI + 7% to CPI + 12%—once resources are exhausted.
