Colombian municipal debt and tax relief programs

Various regional and municipal entities in Colombia have implemented programs to assist citizens with outstanding debts through interest and penalty discounts.

In October 2026, initiatives were launched in Montería, where Veolia offered discounts on late interest and principal for eligible users. In the Atlántico department, the Gobernación del Atlántico established a 70% discount on interests and sanctions for tax obligations through October 31, 2026. Additionally, Bogotá’s Secretaría Distrital de Movilidad provided a 60% interest discount on traffic fines for those paying the full principal amount.

Following these measures, the Manizales City Council approved Agreement 095, a progressive tax relief program. This program offers a 100% interest discount in November 2026, decreasing to 90% in December, 80% in January 2027, and 70% in February 2027. The Secretary of Finance for Manizales, Natalia Díaz Jurado, stated the measure aims to help residents regularize accounts and protect assets from accumulated interest.
