Consumer rights and pricing at Bulgarian Black Sea coast

Discussions regarding consumer rights and pricing at the Bulgarian Black Sea coast have highlighted issues with transparency and high seasonal costs.

New regulations mandate that service providers allow tourists to select individual beach amenities, such as umbrellas and sunbeds, rather than being forced to purchase pre-set packages. These rules apply to both physical beach zones and digital booking applications. Providers are also required to display individual prices for all amenities on signage. As of August 9, prices must be listed in euros, though the lev equivalent may be displayed as long as it is not misleading. Digital platforms like My Spot have faced scrutiny for potentially limiting consumer choice by only offering remote reservations for pre-set sets.

Recent reports have deepened the debate over rising costs. The Bulgarian Association for Sustainable Tourism noted that price increases for basic goods, such as coffee and water, are nearly double the rate of increases seen in neighboring Greece. This inflation may drive tourists to alternative destinations like Austria.

Industry representatives remain divided. The Bulgarian Association of Restaurants defended the sector, arguing that the coast offers various price points for different budgets and that extreme pricing—such as high-cost items in five-star venues—is often used to fuel political debates regarding the euro. However, hotel operators in northern areas like Varna report a weaker season, noting that tourists are staying for shorter periods due to price sensitivity and shrinking profit margins.
