COP30 presidency climate implementation roadmaps

Overview

Following the COP30 summit in Belém, where a final agreement failed to explicitly mention fossil fuels due to opposition from major oil producers, the Brazilian presidency has released two international roadmaps to facilitate climate action.

The energy transition roadmap, titled ‘Preparação de Belém’, proposes a three-phase timeline from 2028 to 2033. It encourages nations to evaluate energy supply, demand, and fiscal dependence to transition away from coal, oil, and gas. The initiative describes this shift as “urgent, inevitable and yet possible,” aiming to move UN climate conferences from negotiating agreements toward implementing existing targets. Key recommendations include the gradual elimination of fossil fuel subsidies and the expansion of renewable energy sources.

Simultaneously, a deforestation roadmap has been introduced to halt forest degradation by 2030. This plan targets various forest types, including tropical, subtropical, and boreal forests, as well as mangroves and peatlands. It focuses on strengthening territorial governance, supporting participatory monitoring, and promoting sustainable productive chains.

Both roadmaps are voluntary contributions developed with input from 115 countries. They are intended to serve as practical guides for national implementation rather than new binding negotiation instruments. Presented in Brasília, the documents aim to help governments, businesses, and civil society transform multilateral agreements into measurable national policies. Environmental organizations and international bodies, including the UNDP, have responded positively to the initiative, noting its role in fostering multilateralism without reopening previous negotiations. These roadmaps are scheduled to be presented at COP31 in Antalya, Turkey, which is set to take place from November 9 to 20, 2026.
