Corruption and fraud allegations in Xai-Xai

Overview

Legal and administrative corruption issues have emerged in Xai-Xai, Gaza Province. In early September, the Gaza Provincial Judicial Court ordered four individuals, including the former administrator of Xai-Xai, Argilência Chissano, to stand trial for the alleged misappropriation of donations intended for flood victims. The defendants were granted bail following a ruling that sufficient evidence existed to proceed with the trial.

Shortly thereafter, reports surfaced regarding a land fraud scheme allegedly led by a municipal official from the Xai-Xai Municipal Council. The suspect is accused of charging citizens between 20,000 and 25,000 meticais to facilitate land sales and economic activity licenses using falsified documents. The official has reportedly fled and remains at large, while the municipal legal office has received at least eight formal complaints.
