Corruption investigations into Ugandan cattle programs

Ugandan authorities have initiated investigations into corruption and fraud involving national cattle programs. In Gulu, the Presidential Affairs Parliamentary Committee began an inquiry into a cattle restocking program intended to revitalize conflict-affected regions. The investigation identified irregularities in fund distribution, with allegations that local officials engaged in nepotism by adding relatives to beneficiary lists, thereby excluding vulnerable groups such as widows and persons with disabilities.

In the Lango sub-region, legal proceedings have commenced against Otwang Moses, who faces charges in the Lira District Chief Magistrate’s Court for the alleged theft of 500 million shillings. These funds were designated to compensate cattle owners for losses incurred during past insurgencies. While these investigations focus on livestock-related funds, separate corruption probes have also emerged involving the Uganda Revenue Authority, where a customs manager was arrested for allegedly soliciting a bribe to suppress a tax audit.
