Corruption investigations involving Taiwanese legislators

Overview

Taiwanese authorities have conducted several high-profile legal actions involving corruption allegations against legislators.

In recent appellate rulings, mixed verdicts were delivered for several politicians. Chen Chao-ming and Hsu Yung-ming were acquitted in a collective bribery case, reversing their initial convictions. Conversely, Su Chen-ching and Liao Kuo-tung had their original sentences upheld, with Su receiving a 10-year prison term and Liao an 8-year and 6-month sentence. Additionally, Hualien County Council Speaker Chang Chun was cleared of charges related to a 13-year-old LED procurement case.

In a separate ongoing investigation, the Taipei District Prosecutors Office and the Investigation Bureau launched a large-scale operation targeting Kuomintang legislator Chen Hsueh-sheng. Authorities conducted simultaneous searches at 35 locations, including Chen’s residence and his Legislative Yuan office, as well as various company sites in Kinmen and Matsu. Prosecutors allege that Chen used relatives as nominees to fraudulently claim legislative assistant salaries and received improper benefits by having a vendor pay an assistant’s salary. The inquiry also examines whether Chen used his official authority to pressure CPC Corporation into assisting Jin Xin Shipping with contract terminations to avoid replacement transportation costs.

Following questioning, Chen was released on 2 million TWD bail with restrictions on leaving the country or traveling by sea. His brother, Chen Hsueh-huai, was also questioned and released on 100,000 TWD bail. Several other individuals, including assistants and relatives, were also released on varying bail amounts. The case is being investigated under the Anti-Corruption Act for charges including bribery and the use of official duties to defraud property. KMT legislator Weng Hsiao-ling has criticized the timing of the searches, questioning why the investigation was conducted so close to an election if the evidence had been held for several years.
