Overview

Infrastructure developments on Costa Rica’s Ruta 32 have faced both technical completion and regulatory scrutiny. Grupo ICE, through the Instituto Costarricense de Electricidad and the Compañía Nacional de Fuerza y Luz, completed a ₡7.5 billion project to improve lighting and connectivity. This 14-month effort installed LED lights, telecommunications bases, and fiber optics across a 26-kilometer stretch between the Zurquí Tunnel and the Rainforest Teleférico to enhance safety in mountainous terrain.

However, the National Highway Council (Conavi) has since been ordered by the Comptroller General of the Republic to address safety risks related to roundabout construction on the same route. The Comptroller identified that seven roundabouts were designed with insufficient lengths, necessitating an additional $1.4 million to correct geometric designs. The Comptroller further alleged that Conavi made various decisions without adequate technical support and failed to properly safeguard project documentation, ordering the agency to create a roadmap for definitive safety solutions.
