Crime and cartel arrests in Tijuana

Overview

In early October 2026, security forces in Tijuana conducted several operations targeting violent crime and cartel activity. Following the discovery of human remains and a severed head near the Otay international border and Alamar highway, authorities arrested five suspects. These individuals, including a 19-year-old from Los Angeles, were apprehended during a coordinated effort involving state and federal agencies, and officers seized suspected cocaine during the operation.

Shortly after, the Fuerza Estatal de Seguridad Ciudadana (FESC) and the National Guard arrested 21-year-old Jorge Said Salgado Mendoza, known as ‘El Serafín’. Allegedly a hitman for the Sinaloa Cartel, Mendoza was wanted for multiple homicides, including the murder of state agent Óscar Arturo Arellano Moreno. During his arrest, authorities seized tactical gear, ammunition, a long gun, and suspected methamphetamine.
