Croatia commercial lease reforms

In late July 2026, Croatia began a series of measures to reshape commercial property leasing. The city of Zadar first adopted a framework that divides municipal commercial space into five rental zones, linking rent to floor area and zone‑specific unit prices while offering discounts for larger spaces and long‑standing tenants that add comparable activities. The draft policy is slated for public consultation before final council approval.

A week later, the Croatian State Property Agency announced a nationwide tender for ten‑year leases of 40 commercial premises across 14 cities, including new offers in Osijek, Našice and Slavonski Brod. Tenants receive a rent‑free first month for fit‑out work, and rents range from €8.28 per month for a garage to €1 500.60 for the largest Zagreb space. Bids are due on 18 September, with the opening scheduled for the same day in Zagreb.

Together, these actions signal a coordinated effort by both municipal and state authorities to standardise rental pricing, provide longer lease terms, and encourage business occupancy of publicly owned commercial real estate.
