Croatia EU fund allocation and recovery progress

Overview

Croatia is utilizing European Union funds to support infrastructure development and national economic recovery. The government has approved additional EU funding from the Competitiveness and Cohesion Program 2021–2027 to facilitate the construction of the DC12 expressway, a project intended to connect Vrbovec, Bjelovar, and Virovitica to the Terezino Polje border crossing.

As of late 2026, the country is concluding its National Recovery and Resilience Plan (NPOO) under the EU NextGenerationEU instrument. Having previously received 7.3 billion euros of the 10 billion euros available, the Croatian government has now submitted a combined ninth and tenth payment request totaling 2.7 billion euros. This request follows the completion of all measures as of the August 31, 2026, deadline, supported by the successful implementation of 78 reforms and 244 investment indicators.

The total available funding, which includes 5.8 billion euros in grants and 4.2 billion euros in loans, represents approximately 13 percent of Croatia’s annual GDP. Following evaluations by the European Commission and the EU Economic and Financial Committee regarding the remaining 153 indicators, final payments are expected to be processed by the end of 2026.
