Overview
Kosovo has faced a series of cyber and hybrid threats aimed at destabilizing its institutions. Initially, experts warned that DDoS attacks against Kosovar institutions might be precursors to larger strikes targeting critical infrastructure, such as energy, water, and telecommunications. These activities were described as potentially part of a coordinated strategy involving Serbia and supported by Russia.
This threat has since expanded to include coordinated social media operations. Cybersecurity experts have identified a surge in fake profiles and ‘troll farms’—allegedly originating from Russia and its allies—aimed at spreading disinformation to incite violence and division. This disinformation campaign coincides with anticipation surrounding a decision from the Special Court in The Hague.
