Cybersecurity and AI development in Spain
Overview
Spain is expanding its technological and cybersecurity cooperation through various institutional and private partnerships.
In mid-September, the Spanish Council of Ministers approved an extension of a collaboration agreement between the Guardia Civil and the Universidad Autónoma de Madrid (UAM). Running from 2027 to 2030, this partnership focuses on research and development in information and communication technologies, specifically targeting cybersecurity, biometric security, pattern recognition, and data science.
By late September, the Community of Madrid entered into a three-year protocol with the American company Cloudflare. This agreement aims to protect public administration and regional businesses from AI-related threats while modernizing administrative procedures through automation and agentic AI. The partnership includes the ‘Madrid Digital AI Trailblazer’ training program for officials and a startup acceleration program to help local companies build secure digital infrastructures.
