Cyprus central prison construction dispute
Overview
Municipalities in Cyprus, specifically Latsia-Geri and South Nicosia-Idalion, expressed opposition to a proposed central prison construction site in the Agios Sozomenos area. Local leaders raised concerns regarding a lack of consultation with the approximately 60,000 residents affected by the plan, as well as the site’s proximity to an archaeological site and a Natura 2000 protected area.
In response, Justice and Public Order Minister Kostas Fytiris stated that final decisions would follow the completion of a master plan and related studies supported by the European Bank for Reconstruction and Development. While Mati was a previous priority, high infrastructure costs led officials to consider Agios Sozomenos as a primary alternative. The Minister committed to presenting the master plan to the affected municipalities for feedback, with the goal of beginning construction by the end of 2027.
