Cyprus Schengen Area accession preparations
Overview
Cyprus is advancing its bid to join the Schengen Area following a positive evaluation from the European Commission in July 2026. While technical readiness has been established, final membership remains subject to a unanimous decision from the Council of the European Union.
To bolster its application, Cyprus is tightening ‘Golden Visa’ rules to strengthen eligibility and oversight. This includes a massive review of approximately 12,000 permits issued since 2013 and the development of a new digital information system to monitor the movement of third-country nationals.
Significant political and logistical hurdles persist regarding border security. A major obstacle concerning the British Sovereign Base Areas was recently addressed through an agreement to upgrade operational controls at two crossing points to meet EU standards. However, the legal status of movement across the Green Line remains a complex issue. The European Commission is currently consulting with Cypriot authorities to draft a legal framework for transit in this area.
Foreign Minister Constantinos Kombos has stated that Schengen membership will not alter existing transit rights across the island, emphasizing that necessary security measures do not constitute ‘border-type controls’. Nevertheless, concerns remain regarding the implementation of the Schengen Area’s new Entry/Exit System (EES). While the government maintains the EES will not be implemented at Green Line crossing points, experts warn this could create administrative challenges for travelers using Tymbou (Ercan) airport.
