Danish property tax valuation disputes

Disputes regarding property valuations in Denmark have escalated from individual cases to systemic errors within the national tax system.

Initially, attention focused on a specific dispute in Odsherred Municipality, where a homeowner faced a high valuation based on theoretical land use that contradicted local municipal regulations. The Danish Tax Agency valued the land at 3,124,000 DKK under the assumption that the plot could be subdivided, despite local rules suggesting such construction would be rejected. Minister Jakob Engel-Schmidt noted the need for solutions to prevent conflicting assessments.

Following these developments, the Danish Tax Agency admitted to widespread errors in its valuation model, affecting approximately 100,000 condominium assessments. This error impacted about one-third of all condominiums in the country, leading to both overvaluations and undervaluations. While the Tax Agency described the error as “unfortunate”, legal experts labeled it a “serious error” due to the number of final assessments issued before the issue was identified. In response, Minister Engel-Schmidt proposed allowing dissatisfied homeowners to seek an independent third-party review, potentially through local real estate agents, to restore confidence in the digital valuation system.
