Denmark automotive and electric vehicle transition
Overview
The automotive landscape in Denmark is undergoing significant regulatory and structural changes. New European Union regulations are set to mandate digital environmental passports for all newly approved car models starting November 29, 2026, with full market implementation by late 2027. These rules also establish strict battery performance standards for electric vehicles (EVs), requiring specific capacity retention levels and testing under winter conditions.
Denmark has reached a milestone of 700,000 electric vehicles on its roads. This transition has contributed to a reduction in average CO2 emissions from new passenger cars, dropping from 117 grams per kilometer in 2020 to 26 grams in 2026. In 2026, EVs accounted for 81 percent of new passenger car registrations, while electric vans represented 42 percent of new registrations in the commercial sector. Rising fuel prices, driven by geopolitical tensions in the Middle East, are further pushing consumers toward electric mobility.
Geographic trends show that EV adoption is expanding beyond metropolitan areas; for the first time, rural municipalities have slightly more EVs per inhabitant than capital municipalities, with rural density rising from 10.7 per 1,000 inhabitants in 2022 to 104.9 in 2026.
Taxation remains a central point of debate. While the Moderaterne party has proposed replacing the registration tax with a flat road tax by 2028, new government proposals aim to lower the tax exemption threshold for EVs from 419,300 DKK to 366,200 DKK. The organization FDM notes that this could make certain Tesla and Volkswagen models significantly more expensive. Consequently, Mobility Denmark has urged the government to permanently abolish registration taxes on EVs to sustain the green transition.
