Denmark non-EU labor recruitment scheme

The Danish Parliament has approved a new work permit scheme for citizens from 16 non-EU countries, scheduled to take effect on January 1, 2027. The initiative is designed to address labor shortages while maintaining the ‘Danish model’ by ensuring foreign workers are protected by established wage and working conditions.

To participate, companies must be certified by the Danish Agency for International Recruitment and Integration (SIRI), employ at least ten full-time staff, and be covered by specific collective agreements negotiated by the Danish Employers’ Confederation (DA) and the United Federation of Trade Unions (FH). The scheme is contingent on the seasonally adjusted gross unemployment rate remaining at or below 3.75 percent.

The 16 eligible countries include the United States, United Kingdom, Singapore, China (including Hong Kong), Japan, Australia, Canada, India, Brazil, Malaysia, Montenegro, Serbia, North Macedonia, Albania, Ukraine, and Moldova. Selected workers must hold full-time positions with a minimum annual salary of approximately 43,080 euros. Permits will be issued for three years and are renewable for up to four-year periods.

While major labor and employer organizations have supported the decision, some organizations, including Krifa and the employer association KA, have criticized the legislation, arguing it favors mainstream unions and undermines organizational freedom.
