Detainee death in Ica police custody
Overview
Néstor Luis Girao Ramos, a 36-year-old man, died while in custody at the Santiago Police Station (PNP) in Ica, Peru, following his detention during a home invasion investigation. While police reports indicate a medical emergency occurred within the cell, the family has alleged negligence, claiming they requested medical assistance at 9:00 a.m. but were told to wait for a prosecutor. They further stated that Girao Ramos was not transferred to a hospital until late in the afternoon, after he had stopped breathing.
The family also raised concerns regarding the holding cell conditions, describing the area as cramped and with liquid on the floor. This incident is the second death of a detainee at the Santiago Police Station in less than a year. The Public Ministry has ordered a necropsy and an investigation into the officers on duty to determine the cause of death and establish responsibility.
