Deutsche Bahn rail service adjustments in Germany

Overview

Deutsche Bahn is proposing changes to its German rail network to address congestion. The company’s subsidiary, DB Infrago, has identified the Munich rail hub and routes connecting to Augsburg, Ingolstadt, and Rosenheim as overloaded.

To improve punctuality and reduce delays, DB Infrago plans to cut twelve regional connections starting in 2028. The proposal would limit regional trains to a maximum of two per hour in each direction during peak morning and afternoon hours, a reduction from the current three or four connections. This measure is intended to create capacity for 19 additional long-distance ICE services.

The plan has faced significant opposition from the Bavarian state government, the regional operator Arverio, and local commuters. Specifically, regarding the Augsburg-Munich line, the Mayor of Augsburg, Florian Freund, and three Swabian district administrators have demanded the company abandon the cuts. Augsburg District Administrator Martin Sailer argued that service should not be reduced on one of Bavaria’s “most critical and heavily used commuter axes,” particularly when efforts are needed to encourage more people to switch to rail travel.
