Digital governance and policy initiatives in Africa

Overview

Chad and its neighbors continue to advance digital governance and policy initiatives. In Chad, efforts have focused on preparing for the 10th Internet Governance Forum, centered on the theme ‘Artificial intelligence at the service of Chadian development: anticipating, training, regulating’.

Recent Chadian developments include the launch of MJS CONNECT by the Ministry of Youth and Sports. Led by Minister Naïr Abakar, this platform aims to modernize administrative relations and create a national directory of youth and sports organizations, including associations, federations, and NGOs, to map their activities across all provinces. Additionally, the Ministry of Foreign Affairs, under Abdoulaye Sabre Fadoul, is transitioning toward digital diplomacy. Spokesperson Ibrahim Adam Mahamat noted a distinction between digital diplomacy—using technology to defend state interests—and e-diplomacy, which integrates digital processes into all diplomatic work. The ministry is prioritizing infrastructure modernization, skill reinforcement, digital communication, and data security.

In Cameroon, digital governance efforts have centered on the Internet Governance Forum in Yaoundé, focusing on data interoperability and secure public digital infrastructure.

In Senegal, policy developments have shifted toward judicial and data reforms. Justice Minister Moussa Sarr established a National Committee for Criminal Policy to update the 2019 general criminal policy directive by analyzing criminal patterns and prison management. Simultaneously, the Commission de protection des données personnelles (CDP) hosted a workshop in Dakar regarding data governance. CDP President Ousmane Thiongane emphasized that a sustainable digital economy requires trust in personal data protection, focusing on balancing innovation like artificial intelligence with the regulation of cross-border data transfers.
