Digital identity platform developments in Kosovo and Turkey

Overview

Kosovo and Turkey are advancing separate national digital identity initiatives as part of broader digital transformation strategies.

In Kosovo, Minister of Digitization and Public Administration Lulëzon Jagxhiu announced the planned November launch of a national electronic identity (e-ID) platform. This system is intended to facilitate digital signatures, secure electronic authentication, and digital wallets. The initiative will be part of an eKosova 2.0 update, which aims to add 400 new services and integrate artificial intelligence to provide personalized public services.

Turkey has outlined plans to develop a national digital identity wallet by 2027. According to the 2027 Presidential Annual Program, the project will integrate identity documents and diplomas into a single platform, with initial prototype testing scheduled at a higher education institution. Managed by the Presidency of Cyber Security and the Ministry of Interior, the system will initially target public employees. This development coincides with expansions to the e-Devlet portal, which aims to reach 71 million users and offer 10,000 services by 2027.
