Digitalization of government services in Mexico

Overview

Mexican states continue to advance the digitalization of government services and administrative procedures. Following the expansion of Michoacán’s ‘Ventanilla Digital de Trámites Estatales’ and the participation of Morelos and Chiapas in the National Pact for the Simplification and Digitalization of Procedures, a comprehensive national strategy is being implemented.

Through the Agency of Digital Transformation and Telecommunications (ATDT), a pact has been signed with all 32 entities to implement the National Law to Eliminate Bureaucratic Procedures. This initiative aims to combat corruption and standardize services via a unified catalog of 300 procedures, including birth certificate requests and CURP certifications. The goal is to ensure consistent requirements nationwide, providing citizens with 24/7 online access and enabling small businesses to open in under 10 minutes through digital notifications.

Regional entities, including Hidalgo and the municipality of Ensenada, have joined the pact to harmonize requirements and improve revenue collection through digital payment systems. This coordinated effort seeks to reduce administrative burdens and minimize discretionary decision-making by officials through increased transparency and automation.

Recent implementation efforts led by the ATDT have expanded the scope of the strategy to include a national catalog of 100 municipal procedures. This addition aims to ensure consistency in requirements and response times across different regions, complementing the existing state-level catalog to further reduce physical queues and administrative burdens.
