Disability and neurodivergence rights in Mexico

Overview

Efforts to improve inclusive education and combat discrimination against neurodivergent individuals have emerged across several Mexican states. In the State of Mexico, legislative proposals aim to identify learning barriers and provide teacher training to support minors with intellectual or neurodevelopmental disabilities without requiring clinical diagnoses.

In Nuevo León, human rights investigations identified discriminatory practices, such as denied enrollment or requiring families to hire private shadow teachers for students with autism.

In Guanajuato, the city of León has launched the ‘Neurodivergence: Where all minds learn’ forum series to support reforms to the State Education Law. This initiative seeks to replace the term ‘generalized developmental disorders’ with ‘neurodivergence’ to ensure better pedagogical support and equitable learning opportunities.
