Disability rights and inclusion efforts in Venezuela
Overview
In late September 2026, Venezuelan Deputy Omar Ávila urged the National Assembly to finalize the Comprehensive Care Law for Deaf and Hearing Impaired Persons. Ávila noted that while the project passed its initial discussion over three years ago, it still requires a second discussion and final approval to ensure community inclusion.
Following these legislative calls, the Venezuelan Ministry of Health partnered with the Vanessa Peretti Foundation to launch a seven-week training program in Venezuelan Sign Language (LSV). The initiative, which began with administrative staff in Caracas, aims to eliminate communication barriers within the National Public Health System. The program is planned to expand in two phases, eventually reaching medical, nursing, and operational staff in hospitals nationwide.
