Distrito Federal infrastructure and land regularization
Overview
Governor Celina Leão has initiated several development programs in the Distrito Federal. Initially, the administration announced a plan to restructure the Companhia de Desenvolvimento Habitacional do Distrito Federal (Codhab) to accelerate land regularization. This initiative aims to deliver 600,000 deeds over four years by utilizing artificial intelligence to digitize and automate manual processes.
Following this, the Governor expanded her infrastructure proposals to include specific regional improvements, such as in Água Quente. Commitments include the construction of new schools, paving, sanitation, and the inauguration of a Unidade de Pronto Atendimento (UPA). The long-term government plan for 2027–2030 includes building seven additional UPAs across regions like Águas Claras, Taguatinga, and Ceilândia, alongside the ‘Escritura na Mão’ program to further land regularization efforts.
As the 2026 election approaches, Leão’s campaign has focused on these infrastructure promises, including new health units and schools. A Datafolha poll released on October 22, 2026, shows Leão leading her opponent, Leandro Grass, with 54% of intended votes compared to Grass’s 37%. This 17-point advantage remains outside the three-percentage-point margin of error.
In response, Grass has focused his final campaign efforts on Ceilândia, proposing improvements to public transportation, such as expanding bus lines and extending metro tracks, as well as creating a cultural center and offering microcredit to street vendors. Additionally, the government has moved to submit a legislative project to the District Legislative Chamber to reform the civil servant pension system to comply with federal requirements.
