Dominican Republic elderly pension and welfare initiatives

Overview

The Dominican Republic has initiated new measures to support its elderly population through expanded social security and pension programs. President Luis Abinader authorized Decree 499-26, which provides 2,500 monthly solidarity pensions of RD$6,000 to vulnerable individuals due to age or disability. Additionally, the National Council for the Aging (Conape) and AFP Popular renewed a cooperation agreement to promote active aging and digital inclusion.

However, the implementation of these benefits has encountered administrative difficulties. Retirees and workers are reporting bureaucratic delays caused by complex documentation requirements, such as verifying labor certifications from defunct companies and resolving inconsistencies in identification. While some employees, including 115 workers from the Ministry of Agriculture, have already been granted pension decrees, they must still complete specific procedures to be formally added to the payroll. Authorities have noted the need for increased guidance to help elderly citizens navigate the digital tools required by Pension Fund Administrators.
