Dominican Republic energy capacity expansion

The Dominican Republic is implementing a strategy to diversify its energy matrix and expand its electrical grid capacity. The government aims to add more than 2,000 megawatts (MW) of firm electrical energy by 2028, utilizing a mix of natural gas, renewable sources, and private investment.

Renewable energy capacity has grown from 555 MW to nearly 2,000 MW, with an additional 1,000 MW from new projects expected by 2028. While the use of fuel oil is decreasing, the integration of solar, wind, and natural gas—alongside battery storage and pumped-storage hydroelectricity—is increasing the complexity of managing system stability.

A key component of this expansion is the Manzanillo Gas & Power project in Montecristi. This $1.7 billion project is currently 66.9% complete and is scheduled to begin operations in 2028. Once finished, the facility will add 840 MW of capacity through two combined cycle blocks, representing approximately 15% of the country’s total installed capacity. The project’s transmission line is reported to be 100% complete.

Recent inspections by Minister of Energy and Mines Joel Santos confirm that while the transmission line is finished, Power Block 1 is at 68% and Power Block 2 is at 64.5% execution. Upcoming milestones include maritime piling work, which is over 40% complete, and the expected arrival of a vessel in November to be converted into a Floating Storage and Regasification Unit (FSRU).
