Minister of Labor Luis Miguel De Camps noted that transforming the agro-industry requires aligning academic training with market demands, specifically through INFOTEP programs covering biotechnology and modern logistics.

Recent developments show the administration prioritizing rice production as a critical factor in trade negotiations. President Luis Abinader has entered negotiations with the United States to protect domestic rice production, expressing concerns regarding a lack of “fair and reciprocal treatment” concerning tariff rates. Abinader noted that the 12.5% tariff imposed by the U.S. does not align with expectations under the Dominican Republic-Central America Free Trade Agreement (CAFTA-DR), stating his aspiration is to return to the “traditional zero percent rate.”

To bolster the sector, the Ministry of Agriculture is implementing mechanization programs to increase efficiency and reduce reliance on foreign labor. Furthermore, Banreservas, the Food and Agriculture Organization (FAO), and the Ministry of Agriculture have established a RD$1,180 million (US$20 million) financing mechanism for projects involving mechanization, new technologies, and climate change adaptation. Additionally, the Ministry of Agriculture and UNPHU have committed RD$23.7 million over four years to fund 30 scholarships in Agronomic Engineering to address the deficit in technical specialists.
