Dominican Republic international cooperation expansion

Overview

The Dominican Republic has initiated several programs to strengthen ties with European nations through vocational, defense, and economic cooperation.

In late October 2026, the Dominican Republic’s Ministry of Defense and Ministry of Labor signed an agreement to integrate vocational schools into national technical training and employment programs. This initiative focuses on professional training and job placement for various demographics using a network of 31 vocational schools.

By early November 2026, the focus shifted toward commercial and investment expansion. During the third Dominican Week in Spain held in Madrid, President Luis Abinader and other officials promoted the country as a strategic hub for logistics and investment. Spanish business leaders, including Nuria Vilanova of the Business Council Alliance for Ibero-America, praised the nation for its stability and legal security, specifically noting growth in tourism, industry, and free zones.

President Abinader noted that Spain remains the third largest foreign investor in the Dominican Republic, with accumulated investments totaling 5.328 billion dollars between 2010 and 2025. Foreign Minister Víctor Bisonó proposed an Ibero-American economic diplomacy to foster alliances centered on port security, cybersecurity, and supply chain reliability. Further developments included interest from Grupo Piñero in sustainable tourism and Banco BHD regarding the nation’s potential as an industrial platform. Additionally, the National Council of Private Enterprise signed a memorandum of understanding with the Business Confederation of Portugal to enhance cooperation in trade, investment, logistics, and sustainability.
