Dominican Republic military and police financial matters
Overview
In the Dominican Republic, recent developments highlight various aspects of military and police financial obligations and benefits.
The Ministry of Defense, via the Armed Forces Social Security Institute (ISSFFAA), distributed RD$600 million to 327 retired military personnel under the ‘Sueldo por Año’ (Salary per Year) benefit plan. Defense Minister Lieutenant General Carlos Antonio Fernández Onofre stated that beneficiaries received funds within five months of retirement, meeting the sustainability goals established in 2024. Since September 2024, the program has disbursed over RD$2.7 billion to 3,188 retired members.
Separately, the Constitutional Court ordered the National Police to pay RD$2,845,000 to Dulce María Lora Solís as a penalty, or ‘astreinte’, for failing to comply with a ruling regarding the pension rights of her late husband, retired Brigadier General José Antonio Castillo. This penalty stems from the institution's failure to pay retroactive pension differentials owed to the deceased between 2007 and 2019. Including previous debts, the total amount owed to Lora Solís is approximately RD$6,455,000.
