Dominican Republic political party reform dispute

José Christopher, president of the Visión Nación party in the Dominican Republic, proposed a reform to the political party system. He called for the removal of legal status and public funding from 96 minority political organizations, which he characterized as “hinge parties” or “rental parties” that allegedly use state resources for private interests.

Following this proposal, thirty-three minority political parties and movements appeared before the Superior Electoral Tribunal (TSE) to defend their legal status and right to public financing. The legal challenge was initiated by Proyecto Visión Nación (PVN), which seeks to revoke the recognition of organizations that failed to secure at least 1% of the vote in the 2024 elections.

The TSE has closed debates and moved the case toward a reserved ruling, granting all parties a 10-day deadline to submit final written justifications. During the proceedings, defense lawyers and the Central Electoral Board (JCE) questioned the standing of PVN to bring the action, arguing the group lacks recognized legal personality and that the challenges were filed past allowed deadlines.

In a recent marathon hearing, Presiding Judge Ygnacio Pascual Camacho Hidalgo moved the case toward a reserved decision. The lawsuit specifically cites Article 75 of Law 33-18 regarding the consequences for organizations failing to meet minimum voting thresholds. While the affected parties continue to defend their right to legal personality and public resources, the JCE maintains its position that PVN lacks the necessary legal standing to act in the matter.
