Drug trafficking and public safety in Lisbon

Overview

Lisbon police leadership has expressed concerns regarding drug-related crime and resource shortages. Luís Elias, commander of the Lisbon Metropolitan Command, stated that his unit is operating with the “minimum effective force” necessary to serve three million people. He noted that cocaine has “democratized” across social strata due to increased supply and lower prices, contributing to thefts and street robberies.

Elias advocated for treating addiction as a public health issue while calling for increased funding for both police staffing and addiction resources.

In response to these safety concerns, the Loures Municipality has launched a prevention campaign in partnership with the Public Security Police (PSP) and Desert Rain. The initiative involves a 22,000 euro investment to distribute 20,000 Celentis bracelets designed to detect GHB, a substance used in drink spiking. These bracelets change color when a beverage is placed on a reactive area to alert users.

Law enforcement operations have also intensified across the region. The National Republican Guard (GNR) arrested five men in Sesimbra and Cartaxo, seizing over 14,000 doses of narcotics, including cocaine and heroin, alongside firearms. In the Arrábida region, authorities intercepted approximately 400 kilograms of cocaine being landed on a beach, leading to one arrest. Furthermore, the PSP arrested two men in Lisbon for managing a drug trafficking operation involving high-caliber weapons and significant amounts of cash.
